A mod that can be extensively developed?

I imagine the OpenRA developers are busy enough on what they have going on already, but this is just an idea.

I have seen it said that it isn't wanted to change Red Alert too much with new units or whatever, but rather it should be kept as Red Alert. And that makes perfectly good sense I think.

So why not have a new "official" mod, that can be developed and changed over time? Where you can just add new units? Where you can just add completely new sides to the game? It could be started off by just largely ripping off what already exists from red alert etc. and then develop from there with the best new units that people come up with.

Yes, seems like fun to me. A 'official' mutant mod. Which has the extra stuff that is approved by the community/devs. Possible as an option ingame, just like "tech level" and MCV support and startingmoney.

It would be: Mutant Mod on/off
