How to create a map ?

I ruthe OpenRA Editor ,but I found it difficult to use? How to create tile set or template?
How to create a map?
Nothing can do with this editor!
I don't know how other people create hteir custom maps (http://resource.openra.net/maps/).

They use the same OpenRA.Editor as you do.

To mention, new, more comfortable Editor is in development.
