Firewall is off. It seems when I host a game it doest connect to the server.

This is what I get. "Server port not accessible"
I have firewall turned off. Is there anything else I have to do?

Your ISP may (and usually does) implement NAT with dynamic IPs, which doesn't allow explicit outside connections like OpenRA sets up, because there is one or several relays on the route between your local system and outside world that can't be punched through. You'd need either an explicit static IP feature ordered from your ISP, or a DDNS service implementing the linkage.
