I recently claimed the
OpenRA ModDB entry . It was registered by katzsmile some time ago so I updated the site a little bit. As IndieDB/ModDB is a community that focuses a lot on user-contributed content, go ahead, upload videos and screenshot, rate the game and register your own mods to get listed at
http://www.moddb.com/games/openra/mods
Contributers can join the group
http://www.moddb.com/company/openra-developers soon when it has been authorized by the staff.

When my mod reaches a state where it's decent I'll start a ModDB profile and get it listed over there.
Thanks for the work maintaining the OpenRA page of ModDB.

Publishing on Steam costs money and Desura now also supports OpenRA mods!

That's awesome! no I am fine with Desura, I just know steam would get more exposure but the money thing is totally understandable.
How much money would be required to publish to steam? or would it be an ongoing cost

First you have to pay to even get listed on Steam Greenlight. What comes after that is probably under non-disclosure agreement, not compatible with Open Source and we still depend on foreign intellectual property somehow although Red Alert game files are Freeware and the engine is a clean room reimplementation.
