OpenRA runs without packages oO

Hi!

I want to but the german sounds.mix in the packages folder, but the folder is empty.
Were are the packages?
...and yes my win show hidden files.

They are in Your Documents folder, under OpenRA\content\(Mod name here, either C&C or RA)\
