I made this function for modders but I don't know if it is a good point for mod.

Now with text to tell power changing. Suitable for mod which wanna massively apply power consuming unit/building

P.S. I believe selection modifiers also should have a text asides the cursor to inform players about the modifiers function

Besides, this is a demostration usecase about powerdown units. I don't know if it is worthy for modders to try out to build a mod by using this function.
