No internet on ubuntu
I've done all of the online solutions to no avail and have no idea.

On which Ubuntu are you? Are you using the AppImages?

AppImages are self-contained applications and there is an official AppImage for each mod. You can download them from https://www.openra.net/download/. After downloading, right click on the AppImage and check "Make executable". Then just double click on it to start the game.
