What challenges make it tricky to balance ?
On small maps it's not so bad but on large maps the ability to quickly create a base on the opposite side of the map is broken. There was also a bug allowing you to sweep it over enemy bases and "see" where their structures/units were through the fog ...

Regarding the Fw. Comm centre, yeah, it's a game changer. Currently experimenting with putting it on a leash so you can still build it outside your usual build radius but not quite the other side of the map... it's a tricky thing to balance.

Default settings for skirmish can be changed in a .yaml, I did it for my TeamTurkey mod. (map settings will still override these). Was looking into this myself, I always play "explored map" and the default is off.
Create a file called "newdefaults.yaml" and add the following:

Nice start.
Not sure if you're aware but if you create a YAML with just the changes you want to make you can append it to the end of the mod file and it will load your changes replacing the existing values:
For example:
If you create a file named "pricewars.yaml" and put the following in it ...

Good Work.
Not sure if you noticed but yamls are loaded sequentially as ordered in the mod.yaml.
So for example rules are loaded in the following order:
1st ra|rules/misc.yaml
ra|rules/ai.yaml
ra|rules/player.yaml
ra|rules/palettes.yaml
ra|rules/world.yaml
ra|rules/defaults.yaml
ra|rules ...

Friendly reminder:
Core balance is unchanged and the AI does not make use of the modifications I've made. As a result the AI plays the same as if there is no mod installed.
