Are the solo campaigns available?

Most of the missions are available (with FMVs), just not finished yet. Developers maybe occupied with other tasks so you will have to be patient, although people can contribute to the project as long as they follow their code of conduct, they even have a guide for it here: https://github.com/OpenRA/OpenRA/wiki/Contributing.
