I love how OP starts this thread about atrocities of racism, but OP goes and throws this blatantly racist joke in as if it is nbd. How about all the other things you mentioned, including the extra vulgar Donald J N, are just stupid racist jokes, just like the one you yourself made in this thread. It's just a dumb joke, laugh at if it's funny to you, ignore it if it's not, and move on with your life?

The only real behavior problem that I have witnessed in the OpenRA community is excessive targeted harassment, including death threats, and I personally have only seen one specific person behave this way before. I think we can all agree that behavior like that is totally unacceptable and absolutely will not be tolerated.

You asked for a technical solution. If that is not trying to enlist progammer help i dont know what is.

I do have an idea though. They could add an option for "child safe mode" in the options which just disables all chat messages, and player names for you, and each player is just given a number instead of their name.

You could potentially have a further select box to select a disney show, then players get named after the characters, and chat messages get turned into random quotes of the characters.

Something would need to be on your avatar though to tell other players you will only get buzz lightyear quotes whenever they speak and wont be able to understand or respond.
