[RA] How to recreate the helicarrier logic?

I want to recreate the helicopter transportation logic of the helicarrier. I also would like to make it a mobile rearming pad, though this is a lesser concern all things considered.
I tried to do both by overriding the helicopter's RearmActors and added a clone of the landing transport with Types set to Helicopter, but the helicopters did not accept the unit for their rearming logic, and I couldn't get them to land in the helicarrier itself for transport either. I wonder if it's just a case of me being unfamiliar with the game's logic and haven't figured out a hack solution yet, or if it's fundamentally impossible.
I did find this map that implements helicarriers, but it's unfortunately not quite what I wanted. Their solution to the latter was to make the helipad a deployable building that acted as a rearming pad. This unfortunately doesn't give me the option of Cool Cinematic SAM Avoidance™ and Sneaky Soviet Naval Invasions That Actually Make Sense™ that I've become enamored with.
