But even with newer drivers it won't work. The Windows drivers for the 945 just don't support the necessary OpenGL features.

The Linux drivers do work, although I've never really been able to play OpenRA 'smoothly' on it.

You can try to diminish framerate for more smoothly run on ancient GPU.
