If you run into trouble be sure to check like https://github.com/OpenRA/OpenRA/wiki/F ... nline-game it should be otherwise pretty straight forward.

Hosting your own server is unnecessary 95% of the time. The community provides many dedicated servers that you can join and use - the first player to join becomes the admin and can select the map and game options.

heres my opinion:
easiest - all join the same public server, goto Multiplayer screen and scroll down. first one to join can moderate (change maps, kick other users etc)
easy - create a game, use the button in the Multiplayer screen
