Balance of Power OpenRA TD Cup by United Forum

After an amazing first tournament, United Forum is now announcing its second tournament for OpenRA! This time it's the Balance of Power OpenRA Cup for Tiberian Dawn.
This tournament is going to be even more spicy since it will utilize the balance modifications made by Kato and Orb!
Adjusted Balance Changes:
