Tileset Quick Mod?

We've been modding at OpenRA for months, and recently figured out how to import pine trees into the desert tileset. But does anyone know how to change the sand/grass colors? It looks like there might be a way using OpenRA.Utility.exe, but we're not sure how.
(No, we don't want to change the lighting for the entire map - just the color of the ground tiles.)

It looks like we need to edit desert.pal, but we don't know how to open it.

There are a lot of maps on the resource center with custom palettes, you can take example from them. For example see this map

We're aware of those custom maps, but we can't find any that look right for a Mediterranean climate.
Does anyone know how to open and edit files like desert.pal?
