OpenRA map resize

C/C++ adapted source code from (stalled) OpenRA editor.
For resizing OpenRA maps.
Usage: ./red_alert resize map.bin <NEW_X_SIZE> <NEW_Y_SIZE>
Found out you also can do it with the --utility flag:
