Additional AI Slots?

I have been brooding over this for a while, and want to know whether more slots for Skirmish could be added? I think it would be a good decision to implement this, as this would enable more battle configuration, like in more recent C&C games. Is this hard-coded by any chance?

The amount of slots is determined by the amount of spawnpoints set in the map. By setting more spawnpoints you will get more slots.
