RA Tech Level mod: No Superpowers

I made this mod because I wanted the same functionality as Tiberian Dawn, where I could disable superpowers only.
This mod simply changes the current tech levels, it removes Unrestricted and replaces it with Superpowers and High.
Superpowers tech level contains everything, including the superpower buildings (and their fakes).
High tech level contains everything, minus the superpower buildings (and their fakes).
