Custom maps from background images

Hi all,
This may be a bit of a long shot, but I was wondering if it's at all possible to generate an OpenRA map from an image (e.g. jpg, png). Ideally, I would take a large Google Maps image and use that as a map.
I've looked into the existing map editing tools, but they just generate a large binary with the terrain/image information. I've heard that Stratagus used to have a tool that allows you to convert images into maps. Does anyone have any guidance regarding this area?
