Yes, I asked him for a copyright clarification already and so he came up with this weird FAQ instead of something properly like a Creative Commons license. It is pretty much non-reusable for me this way.
It plays like a C&C game with auto-targeting, attack move and OpenRA's convenient waypoint system if you don't want your fire engine tanks run over the forest and take the shortest path.

Dzierzan made some cool fire trucks:
and I just allowed the fire truck a bit more independent when you give them an aggressive stance, after Pun made the auto-targeting a bit smarter in that regard. This is now pretty much what I had in mind on making a better game than the games it is copying from.
