here are some ideas on how I would improve this game-mode. Revamp some buildings that are not that much used anyway to advanced Tech buildings. For this, You need to drop the small power plant ( it will be a tech building) and use the big power plant right away. Also, introduce/modify units:

A10, which would be a high tech all ground attack plane.

Yak plane is a slow allround air/ground fighter.
-- Should the Apache should have enhanced capabilities against ships or subs?
Not that You need an Air to Air missile for the Mig, and an air to air MG for the Yak. The Mig should be slighlty (e.g. 10%) faster then the A10.
Here are some changes to the buildings:
Allied Tech Center allows
Artillery (With Factor and Radar),
Battleship (with shipyard),
Apache (with Helipad) and
GPS (which has should have a longer charging time)
Soviet Tech Center - allows Heavy Tanks (Factory, Repair), Mammoth Tanks (Factory, Repair), V2s (with
Iron Curtain)
Chrono Sphere -
Tanya,
Missile Submarine (with Sub pen),
Mine Layers (reduced mine load),
Thermooptical Stealth Infantry (see ra-entrenched mod). Note that Chrono-beam is disabled, as is the iron curtain function of the iron curtain building.
Iron Curtain gives Fire Tech units a la
Flame Trooper,
Flame Tower, (
Flame Trooper Drop w. Airfield) and
V2 (with Soviet Tech)
Small Power Plant is a "Tesla Workshop" now and allows the building of
Tesla-Trooper,
Tesla Tower and
Tesla Tank (with Factory)
Gap Generator is an Air Control System now and allows the building of heavy air assets such as the
A10 and the
Mig.
Airdfield allows the building of
Yak Fighter-Bomber and gives a Inferno Airdrop (e.g. 3 Flame Troopers, 1 Rocket Soldier and 2 Soldiers) with Iron Curtain.
Sub Pen -
Submarine and
Missile Sub (Chronoshere) production is possible
Dockyard -
Gunboat,
Transport and
Destroyer (with Radar) production is possible
Tent:
Soldier
Engineer
Rocket Soldier
Medic
Grenadier
Factory:
Jeep, Light Tank, BMP (with Repair and Chrono Tech) and Medium Tank (with Repair)
Helipad:
- Transport Heli, Hind
The rest should stay more the rest the same.
The A10 is very simple to implement - if You need help tell me. No chrono and Iron Curtain powers obiviously, nuke could be an option with several tech centers. The various tech centers need to be adjusted with the price and building times and energy consumption to balance them out a little.

Edit: Attached a WIP version of the modifications, with many units included and buildings modified (e.g. A10 bomber, Mig interceptor, Yak allround plane, stealth trooper, different tech buildings, etc). Note that it is not ready to be played.
