Hi, I'm a game development student and I've been looking to do projects outside of college and to network with people both professional and hobbyist, as such I wished to know if OpenRA is a suitable game engine to produce an original game project and if so is it suitable for fantasy style RTS games?

If you want to create anything more original, you will want to fork the game engine and develop like that. Though OpenRA is quite flexible, the natural starting point is deving with the provided SDK
https://github.com/OpenRA/OpenRAModSDK
You can always just modify one of the current clients to test out ideas
The most original project currently is DORF,

And OpenHV, it's using the SDK
