Kirov airship+SAM

Dude just sits on the base with sams and Kirov airships spammed. You cannot take out SAMS because kirovs will kill all your ground army, and you cannot take out kirovs with planes because SAMS destroy your planes b4. What shall i do? Bro waits until i run out of army and kills my base. Meanwhile, i cannot take him out in early game because he spams katyushas/roket troops. Idk how to win that shit, kirov airships are too overpowered combined with SAMs. Flaks would solve the problem, but Ukraine doesn't have em.
