I can't build a silo in OpenRA Red Alert

I just installed OpenRA and found out that there is no option to build a silo. Is this a mistake in the game?

Silos are in the defense tab, and not in the main building tab. Hope that helps you.

Thank you very much. Played the game decades ago, so have to learn a lot again
