Issues with .NET framework and/or fatal errors upon launching

either I cant fully install because of framework but i installed all of them manually and then still nothing but then I tried the x86 and it works but then I get fatal error upon launching the game. my buddy is going crazy with boredom and I think a notebook with RA on it would cheer him up but I need it to work first.
