The core question that kinda crystalizes for me is whether you want a infantry/tank divide equivalent on the water or not. Do you want 'speed boats' or 'mini subs' as dense damage dealers with subs and ships taking the role of a tank, both in the literal and in the figurative sense, or do you want to keep the naval battles structurally completely different from what's happening on land?

I think the former is for sure more exciting if you just focus on naval battles, and offers a lot more in terms of micro, but it would also make naval basically a less involved version of what you're already doing on land, making it even more pointless than before, not to mention the specific requirements that would suddenly put on the water parts of the map in terms of openness and chokes.
