Don't know if this is the right place to say this, but can someone contact the server owners to give their servers a reboot? Only 3 servers out of 10 are working, and 1 of those servers gives poor latency, while the two other ones are crash-happy. Often there are afk spectators holding up the working servers, and people have to sit and wait until games finish until they can play some TD.

Pretty sure you will have to contact them yourself because servers will keep dying and only the players will notice.
The only thing i could think to suggest is implementing a way to restart a server manually as an openra dev

You are most probably talking about the Skynet Servers, among others. They were started up around 2 monoths ago and NEVER really have been restarted since, I also do not know who hosts them.
I am currently not hosting any TD servers because I am hosting for the League (RAGL) and SP and CD playtests, among the official playtest as well.
I will start up a bunch of additional TD servers for release later on this day to make sure TD players have some places to play..

I have started up 3 additional servers for TD for the release version.
64H Multiplayer - TD - I
64H Multiplayer - TD - II
64H Multiplayer - TD - III
Please do tell me if they - at one point - start to act up funny (Just drop me a line on IRC) Albeit I have not witnessed this with my servers, yet. But they also get restarted regularly which might be why...

Players should avoid selecting the "Vicemania" maps on dedicated servers. This map triggers a bug that will break the server.

#12066 and
#12075 fix all the known server crash / grey ping issues.
These fixes will be included in the next playtest, and we have backported fixes to the 64H release servers (and hopefully the Baxxster servers too soon).
