Why are thief's allowed to steal vehicles that are under the effects of an iron curtain??

The Iron Curtain makes every part of a vehicle invulnerable, but it does not fuse all those parts together, all the vehicle's mechanics still work: It's wheels can still spin, it's guns can still fire, and therefore, it's doors can still open and close.
Balance-wise it also helps that the Soviets have a way to deal with enemy Curtained units, as the Allies can allready deal with them by chronoing them away.

It is actually. A famous tactic for using the chrono shift is to chrono land units into the water and let them sink. No, you can't chrono IC'ed units in vanilla.
You also cannot IC buildings and base defenses in vanilla either.
Fairly certain both those things being possible in OpenRA is intentional, to add additional counterplay to each ability.
The Thief already has limited uses. Being a very soft counter to IC sounds fine to me.
