[TD Balance] Obelisk: Ideas

AoA did say he had scrapped the idea until he can get some help with https://github.com/OpenRA/OpenRA/issues/11415

I still like the previous idea that shot the obelisk instantly. It consumes so much power and costs so much money and the previous idea allows them to deal some damage for the cost and strain they are to maintain.

pchote and a few others from the github ticket and in IIRC gave some feedback about it. While I do like the charge animation and having a decay to stem it from wasting a shot, if it does take to long I might opt to see about going with the instant strikes just for balance reasons. Otherwise, as anjew said if anyone is able to help in that ticket please do for the charge decay :D

There could be tons of potential ideas on obelisk. Chain reaction, ray continuing to fire until target is dead, turning enemies in visseroids...
