After enabling hard cursor and restarting openra the mouse cursor is still not visible. This is happening way to often now.

please fix this.

You should post bugs here:

https://github.com/OpenRA/OpenRA/issues/

That way the devs can see the issue, and work on a fix with all the details you will provide.

I have the same problem time to time on my Intel HD 4000 built in graphic. But it never happen on my machine with ATI video. Looks like here is some problem with OpenRa and Intel's driver.

The good news is - In windowed-size mode bug never happens.

i have the same problem, it occurs a lot and i found a solution:
try and get it to click on the "mods" tab, after that it should appear
