Flat 2D or 3D with Hills & Valleys?

I'm like 99% sure that OpenRA is a 2D environment without any firing range advantages given to units with the high ground. Is this the case?

It seems like the mechanics of a "layered" OpenRA game would be both really neat and quite a b*tch to implement. Has this topic ever come up in the past?

It has been talked about, and will eventually be included in our second gen mods (TS and RA2). It is not likely to be included in TD/RA/D2K.
