What do the civilian buildings do?

Oil derricks - money of course, $100 every x seconds I believe
Biological lab - lets you build giants ants in your barracks

Forward Command = ? - is this even capturable?
Hospital = ?
Any others I'm missing?

Forward Command does nothing according to NoobMapMaker, as do oil pumps.

Hospitals = ?

Im not sure actually, but Im pretty sure about those small oil pump that they are just for scenery.

Als there is the ant hill?
And the prison.

Perhpas they only do something when you program them to do something.

I recall capturing a prison being a mission requirement in RA.

It's probably from there.

That was one of the Tiberian Dawn missions, Nod 03 to be specific.

RA's Allies 05 did have something similar though, involving infiltrating the same type of structure with a Spy to free Tanya.
