1) Soviets have absolutely no way to deal with aircraft over water.
2) It is very difficult(impossible) to gain ground(well, water) once one player has taken control of the water.
3) Water battles are kind of boring because there arent too many options.
My thinking on these issues:
I think we need to add more things specifically for use with water.
- Torpedo nets, acts like walls but in the water!
- Deface buoy, a buoy with some kind of gun on it! Keep your harbor a safe zone! (Missile launcher?)
- A way to detect subs
- Add a few new boats/subs with unique characteristics to introduce new strategy.
Maybe the torpedo nets and defense buoys are built by the shipyard/subpen but deployed like buildings?
New boat ideas:
- Inflatable boat: Can carry 5 infantry and goes extremely fast, but is destroyed upon landing at a beach and dropping off its passengers, low health but can go fast enough to ignore most projectiles. (cheaper then transport for early game infantry attacks, available to both sides)
- Soviet Flak boat or give missile subs AA missiles.
- Battleship, the allies "Area denial" sea unit. Good vs everything that flies of floats but very slow and expensive. Even comes equipped with a sonar pulse (mammoth tank of the sea)

Also, the soviets don't need AA defence so much, as the subs are only vulnerable (to air) when firing.
I see your point on this. However, it could be said that if a player has invested in trying to take the sea, then it's fair that it pays off for them. The other player may have "first nuke" and lots of air because that's what they invested in.2) It is very difficult(impossible) to gain ground(well, water) once one player has taken control of the water.
Also, depending on the map to some degree, it's possible to set up ground defences/forces to protect a sub pen or naval yard.
