Hover Icons Seem To Contradict Behavior

When a commando is selected hovering over a jeep shows the get-on-board icon instead of a highlight-this-unit icon. And neither left or right clicking causes the unit to get on board. Similarly hovering over other troops when there are selected troops shows the destination icon instead of the selection icon.
Perhaps this is just my confusion with the move to Blizzard-style, right-click commands. If this is a misunderstanding please enlighten me.
