We just found an OpenRA rip-off that implements a command-line map-renderer for Red Alert 2 at https://github.com/zzattack/ccmaps-net and it renders terrain and buildings quite nicely although the Voxels (vehicles) could need some love:

In fact this opens the door for OpenRA 2.0 with support for Tiberian Sun and Red Alert 2 as there is lot's of pre-existing code to re-use. I updated the https://github.com/OpenRA/OpenRA/wiki/FAQ with some more links.

If someone did up Tiberian Sun and added in the removed stuff like Orca Transport, Dropships, Dropship bay, meteor strike super weapon, Dropship loadout screen, the GDI Radar with 2 upgrade spots, light towers that target enemies with their spotlight, all that good stuff.
Add in some options like disabling terrain deformation and selecting your starting spot.
That would be game of the decade, no of all time.
