May I use the SHP loading code under a different license?

I'd like to use the OpenRA Dune 2 and C&C SHP loading code under the MIT/X11 or MIT/Expat license. May I have permission to do so?
OpenRA is a GPLv3 real time strategy game engine which recreates the look and feel of the original C&C games.
