Maybe there is a firewall on your computer or on some router between you and others blocking some packets?
I think there is a microsoft firewall in windows enabled by default, but I don't know what it does.
You could try with a friend if you can play together in your local network.
That would mean that your friend and you are connected like this:
YourComputer <-----TwistedPairCable---> Hub/Switch <------TwistedPairCable--->Friend'sComputer
or like this:
YourComputer<---CrossOverCable--->Friend'sComputer
And if that works, you could conclude, that the source for the problem is not on your pc.
Then it's probably your internet router, which has a firewall enabled, that blocks packets to or from your computer.
What you must add to your internet router's firewall then is a rule, which allows tcp-packets from WAN to LAN (at least to your computer's address) to pass.
