RA lacks some units and buildings

When I first got into the game, I noticed that some units are not in place like hind in the allies while tanya in the soviets

and some are missing like volkov, MAD Tank and phase transport.

Why?

The missing units are to prevent imbalance issues, as far as I'm aware. Especially regarding the Phase Transport. I guess Volkov could be added as a Soviet-only commando roughly equivalent to Tanya, but as an anti-armour unit or whatever instead of erasing infantry.

Generally speaking, ORA follows the RA95 'skirmish' model for units available to each faction, but there are some swaps.

Tanya was available for both Allies and Soviets in the classic game. As for the rejigged air forces, I can't explain this completely, but I think it's to balance things out a bit further (given that the Soviets literally ruled the air in RA95), and to give the Allies a reason to actually bother with any air units at all.
