I cannot extract the files downloaded ingame, because OpenRA.Utility.exe crashes all the time.
I have win 7 64bit

Ya, I couldn't get it running on Windows 7 either. I couldn't even get ingame, it just crashed everytime I started it. It's a good thing I have Vista on my main computer...did you try setting all of the .exe's to run as Administrator? You might also want to turn on compatablity for XP or Vista, I haven't tried that yet.

The same here. It crashes all the time after downloading content.
I got Windows XP. No log is created in any file.

If your game crashed just after loading the modding files: I had a similar problem, for me it helped to install the game packages maually, as suggested in this thread. (look at the last post)

Additional hint: The files get named randomely, search for them by date and filesize (one is about 6 mb big, the other 11 MB if I recall correctly) change the filetype to *.rar or *.zip by renaming them, unzip and copy as suggested.
