It seems that AI doesn't build any infantry or ships? Is this a bug or what?

On 'easy' they should build infantry. On 'normal' they just make a poorly-executed tankrush.
We will add support for AI building ships at some point -- it's hard to have them use ships *well* though, since it's so map-specific.
