Our servers are currently dying due to massive traffic. This error is because it failed to download some required files during install.

Once we've fixed things on our end you can reinstall and it will work.
As a temporary fix, you can download these files manually from http://sleipnirstuff.com/openra/ra-packages.zip and extract them into the <openra program dir>/mods/ra/packages directory. For cnc, you want http://sleipnirstuff.com/openra/cnc-packages.zip and extract it to mods/cnc/packages
