Combined Arms 1.06 Severly Drops FPS during Multiplayer

This is my windows 10 laptop.
Windows 10, 22H2

Core i5 8250
16GB RAM
M.2 SSD , 256GB

I play this game with a friend. Usually 4-6 computers and we use custom large maps.

It seems that once there starts to be a lot of stuff after like 10 minutes in, the FPS drops crazily. Like to the point that it's a 10:1 ratio of real seconds to game seconds.

When I check CPU, I'm not using more than 30%. I tried seting prioritity and infinity to the game and that didn't help. I'm not using a lot of memory or network card traffic either.

I'd play it on the gaming computer which is significantly more powerful but the game doesn't launch. Nothing in system log viewer or anything. I suspect it's a windows 11 issue?
