Is this in team games or 1v1?
Did you try countering them with APC’s or mobile sams? (In OpenRA the APC and SSM have been repurposed as anti-air)

A Defense of the Allies MOBA seems to be yet missing. Infantry could be creeps and vehicles heroe units. I was thinking of something similiar too. Still though, it was always my impression that higher skill correlates with higher APM and that this is also true for OpenRA.
