Your ISP may (and usually does) implement NAT with dynamic IPs, which doesn't allow explicit outside connections like OpenRA sets up, because there is one or several relays on the route between your local system and outside world that can't be punched through. One "feature" of walls is that they do not require base provider structure (as far as I remember) and can be build near any of your structures on the map even if those don't have a Construction Yard nearby.
