Yeah, we know about this exploit already: OpenRA/OpenRA#12442
Unfortunately there's not much we can do about this at the moment afaik, except asking the server owners to restart their servers.

If you mean the charge bar: PortableChrono takes care of that. (But you can't "untie" the charge bar from PortableChrono without code changes.)

Well, you could also play 1v1 on a 2v2 map. And 2v2 on a 4v4 map and so on. So I guess we could also allow maps with more players.
Not always having 8 players around is a good point though.
