Well OpenRA has already changed air so you can't say that allies air force really sucks. From what I remember of the original, engineers were internal capture but you couldn't just use one against a building with full health. I think you had to send in multiple engineers to first damage a building and then finally capture it? If I remember that correctly, why wouldn't that work in OpenR...
