Bots should be fairly weak. But if you still find it tough handicap options were made for this specific reason. You can put them on bots in the skirmish lobby

That wouldn't work with multiqueue (Tiberian Dawn as well as some other third party mods use multiqueue)

If you just want to play with your friend it's not worth going through the trouble of making one. Just use any of the official servers
