When I had this issue, it was due to my graphics card (I was using a Radeon HD 6000 series at the time) and processor (I was using an AM3+ processor) like six/seven years ago.
Might be time to get a more modern graphics card?

It's honestly terrible. There are even 1/2 second audio delays in-game now.

Did you recreate these in a 3D program like Blender or 3DS/Maya and create a sprite sheet, or did you create them from scratch in Photoshop? That's good, but what would be simpler better for gameplay? A player keeping an eye on two ammo types on a unit, or keeping an eye on one and reloading when needed/choosing to reload when needed, like how players use Yaks and MiGs now?
