Is there a way I can specify certain units on a skirmish map to not move and only return fire? If I assign them to a team and the AI fills that slot, often they simply charge them at the start of the game. I liked the idea of a flak boat a while ago but the fact it does little damage against buildings and the fact that the allied AA gun is flak based, I now prefer the SAM boat ;)

But I agree that navy is lacking and that players are starting to see these issues.

I agree soviets need some sort of early game naval unit that can attack land and air, but tesla weaponry attacking air units doesn't fit with the theme of the rest of the tesla weaponry.

As far as I can tell if air units do not have a target when refilling, once reloaded they take off again and go to the building waypoint allowing other air units the chance to reload. Remove the self-destruct, and make it a continuous-fire seismic tank that gradually damages all surrounding vehicles / structures while it is deployed (no 33% damage limit, but much slower to deal damage).
