I rebased onto latest bleed and changed something to the current translation framework. You may need to pull again from https://github.com/Mailaender/OpenRA/tree/localisation I also updated the documentation on https://github.com/OpenRA/OpenRA/wiki/Translation

Hi,
I've updated french tooltips translation (by now :)) and i've a few questions :
- how to launch openra with a target language ? ^^
- yaml files doesn't use a valide format : yaml format does not allow tabs et use of ":" must be quoted (example: subitem1: "Reason: Why?"), but OpenRA doesn't seems ...
